Description
The Local Government Service Commission is an independent, non-partisan and impartial institution established under article 228 of the Constitution of Zambia (Amendment) Act 2 of 2016. The functions of the Commission are provided for in the Service Commissions Act No. 10 of 2016.
The Commission’s mandates are to:
- Appoint the Town Clerk and Council Secretary of a Local Authority;
- Constitute offices in the Local Government Service;
- Appoint, confirm, promote and hear appeals from officers of the Local Government Service;
- Ensure efficient and effective functioning Local Authorities; and
- Perform such other functions as prescribed
Mission Statement
“To be a Service Commission committed to providing inclusive, transparent and equitable human resource management and development of services to all Local Authorities in order to have suitably qualified, adequate, motivated staff for effective service delivery”.
Structure
At Policy level, the Commission is headed by the Chairperson. Below the Chairperson is the Vice Chairperson and five (5) Commissioners. (Refer to the appendix I for the Organizational Structure).
Management Level Structure
The Commission is headed by the Commission Secretary who is also the Controlling Officer. It has three (3) Sections and two (2) Units.
Sections
The Management Structure has three (3) Sections namely;
- Human Resource Management Services (HRMS)
- Standards, Inspections and Appeals and (SIA)
- Corporate Services (CS)
(a)Human Resource Management Services
The Section is responsible for processing of human resource management matters in order to enhance efficiency and accountability in the management of human resources in the Local Government Service.
It is headed by the Deputy Secretary, assisted by two Chief Human Resources Management Officers and two Senior Human Resource Management Officers.
(b)Standards, Inspections and Appeals
This Section is responsible for setting standards, formulating guidelines on human resource management functions and monitoring the use of delegated human resource functions to ensure consistence in the management and development of human resource in the Local Government Service.
The Section is also responsible for receiving cases of complaints and appeals from the Local Government staff for consideration by the Commission in order to facilitate efficient and effective disposal of cases.
This department is headed by the Deputy Secretary, assisted by two Chief Human Resources Management Officers and two Senior Human Resource Management Officers.
(c)Corporate Services
The Section is responsible for providing human resource, logistical and administrative support services to the Commission. The Head-Corporate Services is in charge of this Section and is assisted by the Senior Executive Assistant, Senior Planning and Information Officer and an Administrative Officer.
Units
Apart from the three Sections above, the management structure also has two (2) Units namely; Procurement and Supplies, and Accounts.
(i)Procurement and Supplies
The Unit is responsible for procurement, storage and distribution of goods and services for the efficient functioning of the Commission. It is headed by the Senior Purchasing and Supplies Officer assisted by a Purchasing and Supplies Officer and two Assistant Procurement Officers.
(ii)Accounts
The functions of the Unit include management of all financial matters of the Commission, preparation of financial reports and liaising with the Ministry of Finance on the disbursement of funds. It is headed by an Accountant who is assisted by an Assistant Accountant.
